Serge, Manon and Robert are normal youngsters: neither mentally deficient nor psychotic. And yet, they are illiterate. Having spent an average of 10 years at school, their academic level is that of a second-year primary school student. Who would have believed this possible in Quebec in 1985? After all, education has been free and compulsory for all since 1960.
